Building Safety Act 2022

The mandatory competency framework

Section 156 requires all caretakers and building safety staff to evidence competency across four domains — Skills, Knowledge, Experience, and Behaviours (SKEB). This carries personal liability for the Accountable Person of any Higher Risk Building (over 18 metres or 7+ storeys). Section 89 requires the Golden Thread — a complete, retrievable record of all building safety information — to be maintained for the lifetime of the building.

Hazards in Social Housing (Prescribed Requirements) Regulations 2025

Phase 1 in force from 27 October 2025

Caretakers must be trained to identify, report, and escalate emergency hazards within 24 hours and significant damp and mould within 10 working days. Phase 2 (fire and electrical) follows in 2026. Phase 3 (all HHSRS hazards) in 2027. Each phase adds new training obligations.

Fire Safety (Residential Evacuation Plans) Regulations 2025

In force from 6 April 2026

Caretakers must support the production and rehearsal of Personal Emergency Evacuation Plans (PEEPs) for disabled and vulnerable residents — a specific, evidenceable training requirement for any estate with vulnerable occupants.

Regulatory Reform (Fire Safety) Order 2005 — Article 21

Periodic, documented training — always required

Article 21 requires periodic, documented fire safety training for all relevant staff. This has always been law; the Building Safety Act 2022 significantly raises the standard for what “documented” means.

BS 5839-1:2017 Clause 45

Competency levels — Basic, Intermediate, Higher

The British Standard for fire detection and alarm systems defines three levels of competency for building staff who operate fire alarm panels. VIGIL assessments are structured to evidence attainment at each level.
