The challenge

RBKC manages over 6,930 council homes across the borough, including a number of Higher Risk Buildings subject to the full requirements of the Building Safety Act 2022. The estate's caretakers carry out weekly fire safety checks — panel testing, fault reporting, AOV testing — but there was no structured, evidenced training programme for these procedures. There was no mechanism to produce the SKEB competency evidence required under BSA 2022 s.156, and no audit trail capable of satisfying a Building Safety Regulator request.

What we built

VIGIL™ was commissioned to design and deliver a bespoke training programme for caretakers at 70 Tavistock — a pilot building in the RBKC estate. On 10 June 2026, the VIGIL™ production team filmed seven training modules on-site, using the actual fire alarm equipment operated by the caretakers who would be trained.

The outcome

Audit-ready training records. Regulator-ready evidence. A framework adopted for wider estate rollout. As the programme extends to additional buildings and panel types, new modules are added to the existing platform licence. The infrastructure that covers 70 Tavistock is designed to cover every building in the RBKC estate.
